SEAMEO Symposium


The ongoing initiative of building the ASEAN Community brings opportunities and challenges that call for a comprehensive and active approach. In view of this, the Southeast Asian Ministers of Education Organization (SEAMEO) has taken up a leading role in fostering that process by preparing future generations through education. Alongside, Japan is developing close linkages and areas of cooperation with the region. Within this context, the University of Tsukuba as Affiliate Member of SEAMEO serves as a unique platform to enhance those relations and potential areas of cooperation. 

In support of this objective, the University of Tsukuba in collaboration with the SEAMEO Secretariat convenes the SEAMEO-University of Tsukuba International Symposium with the theme “Bridging the ASEAN Community and Japan through Education” on 22 and 23 February 2014 at the University of Tsukuba, Ibaraki, Japan. 

Among others, the symposium will highlight efforts and experiences of SEAMEO in the promotion of cooperation in education, science and culture in Southeast Asia which support the strengthening of ASEAN Community. In particular, SEAMEO will share its newly-launched flagship project called “SEAMEO College”, a platform for high-level discussions on forward-looking issues to help prepare education leaders for the challenges of the future. The initiative presupposes that the key to preparing for the future and its challenges is a resolve to achieve a more global outlook and pursue a stronger fortitude for regional cooperation. Moreover, SEAMEO will also present its Post-2015 Education Agenda in Southeast Asia which is a result of consultation and foresight exercises with the support of the Government of Japan through the National Institute of Science and Technology Policy (NISTEP), MEXT Japan. Interactions and networking between institutions and centres from Southeast Asia will form an integral part of the Symposium.

The Symposium is organized back-to-back with the Symposium organized by University of Tsukuba and SEAMEO RIHED on the New Directions in Higher Education for the Development of Global Human Resources, Launching AIMS Programme in Japan which will be held on 21 February 2014, a day prior this schedule.

Goal and Objectives

The combined effort of SEAMEO and University of Tsukuba through this Symposium opened up opportunities to bridge Southeast Asia and Japan and deepen mutual understanding and linkages among SEAMEO Centers and institutions at the University of Tsukuba and Japan as a whole.

In the context of a knowledge-based society, the Symposium enhanced sharing and networking among educators and education practitioners in Japan and Southeast Asia. Specifically, it aimed to:

  1. Promote the development of education and lifelong learning in the context of the ASEAN integration;
  2. Share initiatives, experiences and challenges in response to various drivers of change and shifting trends in education in Southeast Asia and Japan;
  3. Provide links between institutions in Japan and Southeast Asia for more effective and sustainable networking; and
  4. Extend collaboration between SEAMEO Centers and CRICED to the whole University of Tsukuba and other institutions in Japan.
